PAANO SOSOLUSYUNAN ANG MGA KASALUKUYANG PROBLEMA SA KORAPSYON?
- Implement wisely BLOCKCHAIN IN GOVERNANCE which puts all government contracts into the Blockchain. Mas maging maayos ang monetoring at maging transparent ang mga ito.
- Pass the FOI
- Strengthening the DPWH. Bakit hindi ang DPWH mismo ang mag construct ng mga malalaking projects. They can do this by spending on equipment and other materials para lessen ang pag subconract sa mga private companies.
- Strengthen our institutions. Depoliticize the Civil Service Commission so that they can easily file complaints sa Ombudsman at mabilis na mapatanggal ang mga ito. Huwag payagan na hindi maimplement ang mga rulings at batas.
Possible Long-term Solutions:
1. Shift to a Parliamentary Government System - this will strengthen our political and electoral structure by transforming personality-based politics to performance and platform-based politics.
2. Reversing the electoral process by strengthening the barangays.
The BARANGGAYS are the frontlines of social services, and yet they are the weakest part of public administration. The Philippines is used to a top-down approach where the majority of decision-making rests in the National Level and in the NCR-centric mindset.
If we will empower local public administration through more funding and greater decision-making power autonomy then they can address the needs of the people in a timely and efficient manner.
3. Changing the election process. We can make the election more local, empowering, and cheaper through a new electoral process.
- Members of the Sangguniang Barangay are elected directly by the people, plus a political party for the parliament.
- Elected members of the Sangguniang Barangay in a city/municipality then gather/assemble into a City/Municipality • Electoral Body and elect the Members of the City or Municipal Council.
- Elected members of the City/Municipality Council in a province then gather/assemble into a Provincial Electoral Body and elect the Members of the Provincial Council, plus a representative of the province to the Parliament.
- The parliament is then composed of 81+ representatives from each province, plus members of political parties based on the percentage they get from the elections.
4. Depoliticizing Appointments. Appointments made by the President in various departments and agencies is greatly based on political patronage and tokenism. It is about rewarding those who have supported the politician rather than on competence and background.
There should be an amendment, wherein the appointments should be based on recommendations made by competent organizations related to the department/agency, plus their performance, and service record on their respective public or public sector involvement.
Most of all, NO APPOINTED OFFICIAL SHOULD HAVE a CONFLICT OF INTEREST or someone whose company is engaged in government contracts or benefits from a government franchise.
